Investment, Architecture and Urban Development Committee (13 members)

I. Initiative Function

  1. Discusses issues related to construction, renewal, urbanization, and related activities influencing the development of the City of Ostrava.
  2. Participates in the preparation of the city’s draft investment budget and in the preparation of supporting materials for the medium-term and long-term construction development concept (capital budget outlook).
  3. Discusses proposals for investment projects and programs for the entire territory of the City of Ostrava in all areas of the city’s investment activities and proposes their inclusion in the investment plan.
  4. Assesses the preparation and processing of spatial planning documentation and spatial planning materials of the City of Ostrava and its individual zones; evaluates proposed solutions for the functional use of the city with regard to the long-term concept of construction and environmental protection.
  5. Individual meetings of the committee are thematically focused on a particular area of construction (social, cultural, sports, civic, etc.).
  6. Addresses issues in the areas of spatial planning, urban planning, architecture, heritage conservation, and issues arising in the urban-architectural preparation of investments within the city.
  7. Helps shape the conditions for the city’s economic development, discusses selected strategic projects, and, when necessary, initiates the establishment of working groups.
  8. Organizes and conducts field meetings at major city investment projects and monitors their implementation according to the plan, including compliance with conditions and deadlines related to the use of subsidies.

II. Supervisory Function

  1. Within the scope defined by the City Council.
  2. Monitors and oversees procedures and deadlines for the implementation of individual investment projects in connection with the approved capital budget of the city, at all stages of preparation and implementation.

III. Organizational Matters

Committee meetings are held as needed, usually once a month.
Organizational, technical, and administrative work related to the committee’s activities is provided by the Investment Department of the City Hall.
