Committee for Legal Affairs (13 members)
I. Initiative Function
- Analyzes and evaluates the effectiveness, scope, and legality of generally binding ordinances and regulations of the City of Ostrava within its own and delegated powers.
- Proposes to the City Council measures and suggestions for the amendment, adoption, or repeal of generally binding ordinances and regulations of the City of Ostrava.
- Reviews proposals from members of the City Council and city district authorities regarding amendments or repeals of generally binding ordinances and regulations.
- Reviews and initiates amendments to the generally binding ordinance of the City of Ostrava establishing the Statute of the City of Ostrava.
- Reviews and issues opinions on matters assigned by the City Council or at the request of other submitters.
- Reviews and issues opinions on the city’s internal regulations and those of its authorities, either upon request or on its own initiative.
II. Supervisory Function
- Within the scope defined by the City Council.
- By authorization of the City Council or on its own initiative, monitors compliance with the generally binding ordinance of the City of Ostrava establishing the Statute of the City of Ostrava, and with the issuance of generally binding ordinances and city regulations.
- By authorization of the City Council or on its own initiative, assesses the legal content of legal or other acts of the city authorities or city districts.
III. Organizational Matters
- Committee meetings are held as needed.
- Submitted materials are reviewed by the Legal Committee in plenary or through working groups appointed by the chair.
- Members are obliged to maintain confidentiality regarding matters discussed by the committee that it designates.
- Organizational, technical, and administrative work related to the committee’s activities is provided by the Legislative and Legal Department of the City Hall.
IV. Powers
The committee is authorized to request the submission of written documents and other materials, as well as necessary oral or written explanations, from employees assigned to the City Hall of Ostrava for its meetings.
