The Transport Department does NOT handle matters related to MOTOR VEHICLE REGISTRATION, DRIVING LICENSES, DRIVER RECORDS (penalty point system), or ADMINISTRATIVE PROCEEDINGS (traffic offences on roads, offences related to compulsory liability insurance) in road traffic. These matters are handled by the DEPARTMENT OF TRANSPORT ADMINISTRATIVE ACTIVITIES!

The Transport Department carries out state administration and local government tasks in the field of transport and road management. In the area of state administration, in addition to tasks assigned to municipalities in delegated competence and to magistrates of statutory cities, it also performs tasks assigned to municipalities with extended powers. The administrative district of Ostrava as a municipality with extended powers is defined by the municipalities of Čavisov, Dolní Lhota, Horní Lhota, Klimkovice, Olbramice, Ostrava, Stará Ves nad Ondřejnicí, Šenov, Václavovice, Velká Polom, Vratimov, Vřesina, and Zbyslavice.

In the area of delegated state administration, it performs tasks assigned to municipalities, city magistrates of statutory cities, and municipal authorities of municipalities with extended powers. These include in particular the following activities:

  • The road administrative authority for matters concerning Class II and III roads operates within the administrative district of a municipality with extended powers and ensures the following most common activities:
    • granting permission for restrictions on the use of Class II and III roads (hereinafter referred to as roads) through closures and detours,
    • setting traffic regulation on roads (use of traffic signs) on roads, in affiliated municipalities on all local roads, and in the city of Ostrava on Class I and II local roads,
    • approving connections of adjacent properties and roads to a road (if it is not a construction project approved by a building authority),
    • granting permission for special use of roads (if it is not a construction project approved by a building authority), including the use of advertising devices, a substantial overview of which is provided in the section on life situations.

  • The Transport Authority operates within the administrative district of a municipality with extended powers and performs the following tasks:
    • To ensure transport services provided by urban bus lines, it handles matters related to issuing licences that authorize carriers to operate transport on a given route, and it approves timetables according to which the carrier is obliged to operate. At present, this mainly concerns licences and timetables of Dopravní podnik Ostrava a.s.
    • It issues opinions of the transport authority regarding changes to bus routes during road closures within the administrative district of the city of Ostrava, if the closure requires temporary relocation of stops for scheduled passenger transport.
    • It also carries out state professional supervision in the field of taxi services and urban bus transport.

  • The Railway Administrative Authority ensures the performance of state administration for tram and trolleybus systems operated within the administrative area of the city of Ostrava and the municipalities of Vřesina, Dolní Lhota, Horní Lhota, Kyjovice, and Budišovice. Within its competence, it:
    • issues official permits for the operation of tram and trolleybus rail systems;
    • issues licences for the operation of rail transport services;
    • approves timetables;
    • sets local and temporary traffic regulation on roads and the use of devices for operational information, in cases involving the use of traffic signs such as the “warning cross for single-track/multi-track level crossing,” railway crossing warning lights and signals for tram priority systems on roads, with the exception of purpose-built roads not publicly accessible;
    • acts as a concerned authority when establishing local and temporary traffic regulation on roads and the use of traffic control devices, in cases involving the use of the traffic sign “Stop, give way!” before a level crossing and the traffic signs “Tram” and “Give way to tram!”;
    • carries out state supervision in railway matters;
    • ensures the work of a commission for assessing the professional competence of applicants for driving rail vehicles (tram/trolleybus). Based on a successfully passed examination, it issues a certificate of competence to operate a rail vehicle. In justified cases, it may also withdraw these certificates.


The Transport Department also performs tasks in the field of state administration assigned to a municipality with extended powers in relation to the operation of emission testing stations (it grants authorizations, issues certificates, and carries out state professional supervision).

In its self-governing competence, the Transport Department of the Ostrava Municipal Office ensures the following activities:
It participates in the development of an integrated transport system both within the city and in neighbouring municipalities; ensures the operation of traffic signal systems on all roads within the city; implements measures to improve road safety and traffic flow; in accordance with the Spatial Plan of the City of Ostrava, the General Transport Plan of the City of Ostrava, and other development documents, it ensures transport needs, particularly in the areas of development and support of public transport, individual transport, parking, cycling transport, and also prepares documentation for investment construction in the transport sector; it ensures the maintenance and operation of Class I and II local roads and public lighting through Ostravské komunikace, a.s., including a 24/7 dispatch service for reporting faults at tel. 596 622 922, email: vedeni@okas.cz, website: http://www.okas.cz.

The Transport Department also participates, through non-investment subsidies, in operating alternative transport for immobile citizens within the city. This is an alternative to services provided within public passenger transport. The aim of this service is to enable greater participation of severely disabled citizens in everyday life by facilitating their access to healthcare facilities, public offices, and other institutions, as well as enabling trips to recreational areas that would otherwise be difficult to reach. This service is provided by the civic association Ostravská organizace vozíčkářů.
