It is a department of the Municipal Authority that provides legal advice to the self-governing bodies and the relevant departments of the Municipal Authority of Ostrava in specific cases, in particular in the conclusion of contractual and other legal relationships, in the establishment of legal entities, and in legal relations arising from the exercise of rights resulting from ownership interests in such established companies, as well as in companies wholly owned by the city and in state-owned enterprises “in liquidation”.

Within the legislative process, it issues opinions on draft legal regulations. It ensures the operation of the City Assembly and the City Council and provides the organizational and technical preparation of meetings of these bodies.
