Strategic Development Department

Department responsible for:

A key department of the Municipal Authority of the City of Ostrava, which creates and shapes the conditions for the city’s economic development, participates in the implementation of selected strategic projects, and manages the activities of working teams, is the Strategic Development Department. Through its four Sections, it covers a wide range of activities and initiatives.

The City Projects Section designs and develops projects and the city’s strategic goals. It employs project managers who coordinate working teams composed of experts from individual departments of the Municipal Authority, including external specialists involved in the implementation of specific projects.

The Strategic Planning Section is responsible for a broad agenda ranging from the preparation of strategies and international cooperation to the involvement of communities and residents in the city’s development. The Strategic Plan of the City of Ostrava is developed within this Section, including its implementation, monitoring and evaluation.

The ITI and Metropolitan Cooperation Section is responsible for the implementation of the Integrated Territorial Investment (ITI) Strategy of the Ostrava Metropolitan Area. In its role as the ITI holder for the Ostrava Metropolitan Area, it ensures the management of this strategy and provides for a unified and substantively correct implementation of both the strategy and the ITI financial instrument. These activities enable the city and the entire ITI area to benefit from significant European investments.

The External Financing Section ensures the performance of the Intermediate Body function of the ITI for selected operational programmes (IROP, OP RDE and OP EIC) for the 2014–2021 programming period, based on a public-law contract concluded with the managing authority of the respective operational programme. The Section also provides methodological support and advisory services in the field of external financing to relevant departments, city districts and municipal organizations.

The Department also includes the Marketing Section, which promotes implemented projects of importance to investors. Through various activities, the unit also supports the development of MICE tourism in the city and focuses on enhancing Ostrava’s attractiveness for investors as well as domestic and foreign visitors. In cooperation with colleagues from other sections, it communicates the city’s projects and the Strategic Plan.
