General description


It is a department of the municipal authority responsible for ensuring the performance of state administration in the field of trade licensing. It carries out activities within the scope defined by Act No. 455/1991 Coll., on Trade Licensing (the Trade Licensing Act), as amended. It also serves as a central registration point and a Single Contact Point under Act No. 222/2009 Coll., on the Free Movement of Services, as amended.

It acts as a supervisory authority over compliance with obligations set out in Act No. 247/2006 Coll., on the restriction of the operation of pawnshops and certain other establishments during nighttime hours, as well as selected obligations established by Act No. 634/1992 Coll., on Consumer Protection; Act No. 353/2003 Coll., on Excise Duties; Act No. 49/1997 Coll., on Civil Aviation and on amendments to Act No. 455/1991 Coll., on Trade Licensing (the Trade Licensing Act); Act No. 266/1994 Coll., on Railways; Act No. 114/1995 Coll., on Inland Navigation; Act No. 159/1999 Coll., on Certain Conditions of Business Activities and on the Performance of Certain Activities in the Field of Tourism; Act No. 307/2013 Coll., on Mandatory Labelling of Spirits; Act No. 65/2017 Coll., on the Protection of Health against the Harmful Effects of Addictive Substances; Act No. 256/2001 Coll., on Funeral Services and on Amendments to Certain Acts; and Act No. 39/2020 Coll., on Real Estate Brokerage and on Amendments to Related Acts (the Real Estate Brokerage Act), as amended.

It also performs price control regarding compliance with the obligation of sellers to keep price records pursuant to Section 11(1)(c) of Act No. 526/1990 Coll., on Prices, as amended, for goods where, under the Consumer Protection Act, it is authorised to verify whether consumers have been informed about price reduction information in accordance with Section 12a of the Consumer Protection Act.

The Trade Licensing Office is not an authority empowered to resolve disputes between consumers and entrepreneurs. These disputes, particularly those arising from purchase contracts and service agreements, or disputes occurring, for example, during the complaint process for defective goods or non-fulfilment of obligations by the seller, can primarily be resolved out of court through the Czech Trade Inspection Authority, which serves as an arbitrator in such cases. If out-of-court resolution fails, it is possible to turn to the courts.

The jurisdiction of the municipal trade licensing office covers the entire territory of the Czech Republic, with the exception of supervisory activities and sanction-related proceedings.
 

Single Contact Point

Single Contact Points (JKM) are available in all EU Member States and are part of a Europe-wide network. They were established under Act No. 222/2009 Coll., on the Free Movement of Services, and are aimed at assisting service providers and recipients.

The Czech electronic Single Contact Point on the BusinessInfo.cz portal provides the general public with detailed, verified guidance on procedures for starting a business. However, the information obligation of the Single Contact Point does not constitute legal advice in individual cases; it only provides general information. The Single Contact Point does not resolve issues but instead refers clients to the relevant organisation. It is based on publicly available sources and does not accept responsibility for their accuracy or completeness.

Trade Licensing Business Portal

The Trade Licensing Business Portal is a web portal that provides users with information and services related to business activities under the Trade Licensing Act. The services offered by the portal also include the possibility to handle selected matters electronically.

Basic information in the field of trade licensing is provided by the Contact Center at 800 990 980. Through the Contact Center, you can also book an appointment to visit the Trade Licensing Office.
