High-quality new developments in currently vacant lots improve city life and enhance the urban environment – Ostrava has released another attractive city centre plot for development.

Ostrava is offering for sale a plot of land located in the city centre, on the corner of Švabinského St. and Porážková St., within the Moravská Ostrava urban heritage zone. Covering an area of 579 m2, the land offers easy transport access, and is located close to public transport infrastructure as well as other civic amenities. Radim Babinec, Ostrava's Deputy Mayor with responsibility for land sales, outlined the conditions for sale:

"The land represents a very attractive development location. It is zoned for residential developments and public services. In our view, an ideal solution would be a new development that would fit in with the surrounding buildings and be appropriate to its city centre location. We are aware of one interested party already, but in accordance with the City Assembly's decision we have announced our intention to sell the plot and we are now accepting bids and proposals from other interested parties."

The land is situated in the close vicinity of Ostrava's historic central core, on the boundary of an area which is set to become the city's new cultural quarter. It is almost directly adjacent to the historic municipal slaughterhouse complex, which is currently undergoing regeneration and will be transformed into a modern art gallery by the end of 2021. Another major cultural institution in the vicinity is the Ostrava Gallery of Fine Arts.

The land is suitable for a wide range of uses: a residential complex, shops, services, offices, catering and hospitality facilities, science and technology institutions, health care and other developments.


Radim Babinec explained the time frame for the sale:

"No deadline has been set for the submission of offers, and Ostrava City Assembly has reserved the right to cancel the sale at any time or to decide on the sale of the plot. Interested parties should present their investment plans and submit a bid for the purchase price."

Vacant lots are temporarily undeveloped parcels of land situated among existing buildings. Typical examples include land that has been left vacant after the demolition of buildings and the corner sections of city centre blocks. The original urban structure may have been disrupted by war damage, insensitive urban planning, or irresponsible ownership. Many lucrative plots of land thus still remain vacant instead of offering services or attractive residential developments.

By siting new developments in vacant lots, a city can grow without actually expanding into the surrounding countryside. For this reason, although developing vacant sites in historic urban areas presents a number of challenges, this form of development ranks among the City's key priorities, which is why the City is now implementing a long-term programme of offering for sale vacant lots that are currently in municipal ownership.
