Public Participation in Discussion of the Amendment to the Zoning Plan
The draft amendment is also available on the official website of the City of Ostrava, and comments can be submitted until 6 March 2026.
The content of the amendment itself had already been approved by the Ostrava City Council in September of the previous year. Its main objectives are to convert the current zoning plan into a unified standard as required by the new Building Act, and to incorporate specific proposals from the city, city districts, institutions, and the public.
“The Amendment No. 5 to the Zoning Plan of Ostrava is clearly divided into two main parts,” explains city councillor Markéta Langrová, who is responsible for spatial planning and building regulations. “The first part unifies the graphical and data formats of the zoning plan, updates built-up areas, limits, and technical infrastructure. It is mandatory and addresses technical matters without affecting the core urban concept or existing regulations. The second part focuses on substantive spatial changes, reflecting Ostrava’s transformation from an industrial center into a modern and livable city, with emphasis on housing, services, and public space.”

A key theme of the document is the transformation of currently unused large brownfield sites in several districts (such as Vítkovice, Zábřeh, Moravská Ostrava, and Přívoz) into new neighborhoods offering high-quality living conditions, including infrastructure and public amenities. Examples include areas near Ruská, Závodní, and Výstavní streets. The amendment also includes plans for a Transport World project and a family-oriented experiential park near the Vítkovice railway station.
“The amendment also supports housing development in smaller areas such as Stará Bělá. It further includes plans for a new sports facility in the Bartovice district, as well as adjustments to technical infrastructure routes and the designation of energy infrastructure corridors. Public interest remains a priority, which is why the amendment also incorporates measures related to safety and environmental protection, particularly in connection with the Heřmanice spoil heap and changes to the use of the Ema slag heap,” added councillor Markéta Langrová.
The significance of Amendment No. 5 is fundamental for the entire territory of Ostrava and is expected to have a strongly positive impact on its future development. In line with new legislation, it establishes a stable framework for the city’s dynamic growth as an attractive place to live for all generations.
