Scope of Authority:

The independent remit of a municipal district (self‑government) is exercised in the following areas:

• environmental protection
• investment construction
• finance and pricing
• water management
• municipal services
• transport and road management
• housing management
• education, upbringing and sport
• culture
• healthcare
• social affairs
• internal affairs
• fire protection
• building administration

The delegated remit of a municipal district (state administration) is exercised in the following areas:

• spatial planning procedures, building permit procedures, and the protection and use of mineral resources
• environmental protection
• finance, pricing, and general treasury administration
• water management
• agriculture, protection of the agricultural land fund, fisheries,
• hunting and veterinary care
• business and trade
• transport and road management
• housing management and non‑residential premises
• education, upbringing and sport
• healthcare
• social affairs
• internal administration
• fire protection
• defence, security and protection

In addition to exercising the above delegated powers within the territory of its own municipal district, certain areas of state administration are also carried out for the following municipal districts:
