Three architectural studios directly approached by the City, which added another three based on their portfolios. The applications were to be submitted by the end of January. The evaluation committee, composed of independent members – internationally renowned architects, as well as dependent members of the City Authority and the City District Moravská Ostrava a Přívoz – had their first meeting on 18 and 19 February.
The meeting resulted in a proposal approved by the City Council to eliminate two out of six proposals. The competition is anonymous, the names of the eliminated contestants (the Dutch studio Van Dongen - Koschuch Architects and Planners from Amsterdam and the German studio Nieto Sobejano Arquitectos) were announced only after the envelopes were opened.
The remaining four proposals, which continue to remain anonymous, proceed to the second round of the competition. The winner of the competition is scheduled to be announced in June 2019. After that, a contract for project documentation will be concluded with the winner.
In order to finance the preparation and realization of this cost-intensive project, the city has already established a special-purpose fund. For the time being, it has allocated CZK 100 million from the city budget, with more funds to follow. Ostrava signed a Memorandum of Cooperation with the Czech Government, represented by the Ministry of Culture, which provided CZK 600 million to support the project, and with the Moravian-Silesian Region, whose contribution is CZK 300 million.
